Can the catastrophe of a hurricane be avoided?


This came out a few days ago and I didn’t see it until now. Mr. Bill Gates and several other engineers have a patent-pending project that plans to release barge-like contraptions into brewing offshore hurricanes. A hurricane is formed by the heat close to equator.  It is believe if the hot air is cooled then hurricanes can be prevented.   They are planning on pumping cold water up from the bottom of the ocean, thus calming the rough weather that’s caused by warm ocean temperatures.

Personally I don’t know whether this is a good idea. In addition to all the damages a hurricane can provide, it also brings water to land that otherwise would be in a drought. If we really change hurricane pattern using this cooling method then what will happen to those regions? Not to say that how much energy it will take to pump cold water from the bottom of the ocean.
